I. Talent Programs at the State, Ministerial and Provincial Levels

Positions & Qualifications  

 

1. Long-term Recruitment Program of Global Experts(千人计划长期项目)

 

i. Applicants should have obtained overseas doctor’s degrees and under 55 years old, hold the professorship or equivalent posts in overseas well-known universities, research institutes, internationally known enterprises or financial organizations.  

 

ii. Be engaged in research areas like natural sciences, engineering technology, economy, finance and administration. For applicants of humanities and social sciences, preferences are given to those in the fields of Intellectual Property Law, Environmental and Resources Protection Law, International Law, International Economic Law, International Relations, Diplomacy and Psychology.    

 

iii. Have first--class research ability and have published important academic papers in core journals in recent 5 years or won international scientific awards, capable of key experimental skills or core technologies in scientific engineering, and are influential in the academic arena in their respective research fields.  

 

2. Short-term “Recruitment Program of Global Talents”(千人计划短期项目)

 

i. Applicants should have obtained overseas doctor’s degree and under 55 years old.  

 

ii. Hold the post of Full Professor or the equivalent position in overseas well-known colleges and universities, scientific research institutes, international well-known enterprises or financial organizations.  

 

iii. Be engaged in the research of areas likenatural sciences, technical engineering, economy, finance and administration; have published significant academic papers in core journals in the recent 5 years or have won significant scientific awards; have important experimental skills and core technology in scientific engineering.  

 

3. Recruitment Program of Global Foreign Experts(外专千人计划)

 

For Foreign Experts (non-Chinese), meet the basic requirements as listed above for the Long-term Recruitment Program of Global Experts. Age limit can be extended to 65 years old.  

 

4. Recruitment Program of Global Young Experts (青年千人计划)

 

i. Applicants should be engaged in areas of natural sciences or engineering technologies and be under 40 year old.  

 

ii. Have obtained PhD degrees and at least 3 years’ overseas experiences of being engaged in research.  

 

iii. Currently assume posts of teaching or research in overseas well-known universities, scientific institutes or R&D institutions; they should also be top talents among the peers in the same area, and have the potential of becoming the academic or technical leaders in the fields they are engaged in.  

 

iv. Exceptions can be made to those who have made outstanding academic achievements as a PhD candidate in terms of age limit or requirement on working experiences.    

 

5. Chang Jiang Scholars Program(长江学者奖励计划)

 

There are 3 types of programs under the Chang Jiang Scholars Program, that is, Distinguished Professor Program, Visiting Professor Program and Young Scholars Program.

 

(1) Distinguished Professor Program  

 

i. Applicants of natural sciences and engineering should be under 45 years old and applicants of arts and social sciences under 55 by January 1 of the applying year.  

 

ii. Have doctor’s degree and currently engage in teaching and research; an overseas applicant is usually expected to be an associate professor or above at a famous university or hold an equivalent position; an applicant at home is expected to be a full professor or hold an equivalent position.  

 

iii. Have excellent academic and scientific achievements recognized domestically and internationally by experts in the same fields, have innovative concepts and strategic thinking as well as the ability to lead the discipline to approach, maintain or surpass the internationally advanced level, and be able to guide the team in making innovations and solving key issues.  

 

(2) Visiting Professor Program  

 

Applicants are assumed to be currently engaged in teaching and research abroad and hold full professorship or other equivalent positions in A-level universities, academically outstanding and influential with excellent research achievements recognized by international experts in the same fields.  

 

(3) Young Scholars Program  

 

i. Applicants of natural sciences and engineering should be under 38 years old, applicants of arts and social sciences under 45.      

 

ii. Have doctor’s degrees and currently engage in teaching and research; a domestic applicant is expected to be an associate professor or hold an equivalent position.    

 

6. Outstanding Young Scholars of 10000 Plan(青年拔尖人才支持计划)

 

i. Applicants should be under the age of 35, have obtained doctor’s degrees and have been working in China for more than 1 year.  

 

ii. Be prominent in their respective research fields, have been granted titles or awards for professional achievements and have shown potential for innovation and development.  

 

7. “100 Talents Recruitment Plan” of Hubei Province(湖北省百人计划)

 

Applicants should be under 55 years old, have obtained a doctor’s degree abroad and hold the associate professorship in overseas universities or scientific institutions or an equivalent position or above, and are expected to work in Hubei for at least 6 months each year.  

 

For Foreign Experts (non-Chinese and with a PhD from an overseas institution), age limit can be extended to 65 years.  

 

8. “Chutian Scholar Program” in Hubei Province(楚天学者奖励计划)

 

Chutian Scholar Program consists of 4 types, namely Distinguished Professor, Lecture Professor, Visiting Professor and Young Scholar Program.  

 

(1) Distinguished Professor Program  

 

Applicants should have obtained a doctor’s degree and be currently engaged in teaching and research; no more than 45 years old but the age requirements can be relaxed if the applicant is especially outstanding or urgently needed.  

 

An overseas applicant is normally expected to be an associate professor or above in an A-level university or hold an equivalent position; a domestic applicant (natives of Hubei province are not eligible) is expected to be a full professor or hold an equivalent position for at least 3 three years.  

 

(2) Lecture Professor Program  

 

Applicants should have been engaged in teaching undergraduate courses at institutions of higher education for many years, and have given lectures on foundation or specialized courses for undergraduates which are welcomed and well-reputed among the students and faculty. Under 65 years old.  

 

Overseas applicants should hold the position of assistant professor or above at an A-level universities abroad; Domestic applicants should have held the position of professor or an equivalent position for at least 5 years, and have been granted teaching award at the state level, or have played the principal role as the host of national elaborate course(s).  

 

(3) Visiting Professor Program  

 

Applicants are supposed to be engaged in teaching and research abroad, hold associate professorship or above or equivalent positions in well-established universities, be academically outstanding with excellent scientific achievements recognized by domestic and overseas experts in the same fields, and be able to work for at least 2 months every year in the university.  

 

(4) Young Scholar Program  

 

Applicants, under 40 years old, should have obtained a Bachelor’s degree or above in one of the world top 100 universities, or have been working in the above-mentioned top universities or world well-known research institutes for at least 1 year with prominent academic achievements. Under 40 years old.  

 

Benefits & Supports  

 

In addition to the supports provided by the state and provincial governments, the university will offer the following benefits to successful applicants for the above programs.  

 

For full-time programs:  

 

i. An annual salary of RMB 300,000 to 1,000,000 Yuan.  

 

ii. A special package of resettlement allowances and research fund which is negotiable. For further information, you are welcome to contact HR staff.    

iii. Job for spouse (Chutian Young Scholar Program is not included) and high-quality education for children (from Kindergarten to High School).  

 

iv. Apartment for rent.  

 

 

For part-time programs:  

 

i. A monthly bonus of RMB 10,000 to 100,000 Yuan.

II. CCNU Recruitment Program of Top Academic Talents  

 

1. Job Description  

 

i. To grasp the direction of disciplinary development, come up with strategic, forward-looking and creative ideas and lead the discipline to catch up with and surpass advanced world level.  

 

ii. As the team leader, lead the team to undertake major national scientific research projects and strive to gain significant achievements.  

 

iii. Be dedicated and undertake the teaching task of core courses. Recommend and cultivate outstanding talents, promote team construction and enhance the overall quality of the teaching staff.  

 

2. Qualifications    

 

Basic Requirements  

 

i. Abide by the laws and regulations of the People’s Republic of China, observe the rules and regulations of CCNU, and possess good professional ethics.  

 

ii. Excel in virtue and be rigorous, cooperative and devoted.  

 

iii. Be healthy both mentally and physically. Applicants of humanities and social sciences should be under 55 years old, and those of natural science and engineering should be under 45 years old. Exception can be made to those in urgent need or with outstanding achievements.  

 

Academic Requirements  

 

A. Essential Qualifications  

 

i. Have obtained doctor’s degrees in world well-known universities or research institutes. Overseas applicants are usually expected to be an associate professor or above at a famous university or hold an equivalent position; applicants at home are expected to be a full professor or hold an equivalent position.  

 

ii. Have at least one-year working experience in overseas well-known universities or research institutes.  

 

iii. Be academically outstanding with generally recognized research achievements both at home and abroad. Possess innovative concepts and strategic thinking and be able to lead the discipline to catch up with or surpass advanced world level. Have strong leading and coordinating abilities in tackling key issues with team members.  

 

B. Optional Qualifications (conform to one of the following three conditions)  

 

i. Have got one of the academic titles as specified in Item No. 1 and No. 2, or  

 

ii. Have got the academic title of Item No. 3 and at the same time satisfy the academic qualifications set in Item 7 or Item 8, or  

 

iii. Have been granted one of the awards or prizes as specified in Item 4, 5 or 6 and at the same time satisfy the academic qualifications set in Item 7 or Item 8.

III. CCNU Guizi Young Scholar Program  

 

General Provisions  

 

In order to speed up the construction of a high level university, to enforce the strategy of strengthening the university with talents and to center on discipline construction, Central China Normal University (hereafter referred to as CCNU) decides to initiate Guizi Young Scholar Program, which aims at introducing and cultivating a group of outstanding young scholars to improve the quality of the teaching staff.  

 

The program aims at introducing and cultivating about 200 young academic backbones possessing solid academic foundations, outstanding innovation abilities and great potential for development during the year of 2016 and 2020. They are regarded as the reserves of provincial and ministerial and national level talents.  

 

Application and selection for the Program is once a year in principle, which is organized and carried out by CCNU leading group for talent. If necessary, a review committee for Guizi Young Scholar Program will be established.  

 

A special fund will be set up to provide research grants, allowances and other benefits for those selected for the Program.  

 

Qualifications  

 

Basic requirements  

 

i. Abide by the laws and regulations of the People’s Republic of China, observe the rules and regulations of CCNU, and possess good professional ethics.  

 

ii. Be devoted to work, rigorous in academics, be a model for students, and be cooperative and dedicated.  

 

iii. Be sound in body and mind, engage in full-time teaching and research work.  

 

iv. Have obtained doctoral degree from well-known universities both from home and abroad. Applicants of science and engineering shall be under the age of 35, and those of liberal arts shall be under 38.  

 

v. Have experiences of studying abroad (or being a visiting scholar) for at least one year.  

 

Qualifications for application  

 

i. Have solid theoretic foundation and professional knowledge with a stable research direction and potential for development. Play an active part in the research team.  

 

ii. During the past 5 years, have hosted at least one scientific research program at provincial or ministerial level or higher and published at one paper in authoritative journals like SCISSCIAHCI .etc.  

 

iii. Teaching and research staff shall have given at least one major undergraduate or postgraduate course.  

 

Priorities given to those who meet one of the following qualifications  

 

i. Have obtained doctoral degree from world top 100 universities or in a discipline which ranks world top 50, with undergraduate study as a full-time student in an institution whose level is equivalent to or higher than CCNU.  

 

ii. Applicants of liberal arts should have published at least 1 paper in Social Sciences of China or other recognized top journals as first author.  

 

iii. Applicants of science and engineering should have published at least 1 paper in Science, Nature, Cell or international top journals in his/ her research field as first author or co-author or correspondence author.  

 

Applicants recruited from overseas or other universities or who have returned from abroad for no more than 3 years should account for no less than 50% of all the applicants recommended by each school or research center of CCNU.  

 

Selection procedures  

 

1. Submission of application  

 

The applicant should submit his/her application form and supporting documents to the school or research center of CCNU where he/she is to work once selected for the Program. Application documents shall include statements of the targets, goals, tasks and expected academic achievements of the applicant during the employment term, and supports and facilities provided by the school or research center.  

 

2. Review within the school or research center  

 

i. Review by professor committee.  

 

ii. Review by specialty technical position employment committee.  

 

iii. Review and approval by Party- Administration association meeting.  

 

3. Peer review. Each applicant shall submit 3 to 5 representative works which will be reviewed by 3 to 5 well-known experts from outside of CCNU in his/her research field.  

 

4. Review at the university level  

 

i. Review panels on liberal arts and on science & engineering, each consisting of 7 to 9 prestigious experts from both CCNU and other universities, will be set up. Applicants will be grouped according to their respective disciplines. Interviews will be held and each review panel will put forward a list of recommended candidates.  

 

ii. The review committee will decide on the candidates and submit the result to CCNU leading group for talent for final appraisal.  

 

5. Final decision on the candidates will then go through a one-week public notification, and if no objection is raised, employment notice will be sent out to those selected and employment contracts will be signed.  

 

6. For applicants who are in urgent need by CCNU, a special appraisal procedure can be adopted which consists of personal application, review and approval by the school or research center, peer review, review and approval by CCNU leading group for talent, public notification and signing the employment contracts.  

 

Treatment and Benefits  

 

The employment term of Guizi young scholars is 3 years, during which the scholars can enjoy an extra annual allowances of RMB 100,000 in addition to the salaries and benefits related to their teaching and research position.  

 

Scholars from outside CCNU will enjoy setting-in allowances which will be determined in accordance with the high-level talents recruitment and training documents of the university
